The pattern · On a recent HVDC interconnector programme: it surfaced in transmission planning long before any package tendered (Layer 1); pre-qualification and tender docs published through the project's own portal (Layer 2); the owner asked suppliers to register interest before awards — registration free, not registering disqualifying (Layer 3). The portal names change by country and vertical; the sequence never does.
